Ironworker Management Progressive Action Cooperative Trust

Expanding Job Opportunities for Ironworkers and their Contractors

The off the Job accident program has been a God's send for our injured members and helps them from digging a financial hole. There is a process  of educating the members, following up with the paperwork to the Trust Fund, insuring the member is paid. This extra time is on behalf of the Business Manager but it is worth it.

Sincerely,
Michael L. Baker
President
Iron Workers District Council of North Central States

IMPACT Substance Abuse Program - Do's and Don'ts of Post Accident Testing

09/01/2010

The following guidelines apply in a post accident situation where there is an unplanned or unintended event that occurs on company property, while conducting company business, during scheduled work hours involving company supplied motor vehicles or is within the scope of employment.

Do Test if there is

  • A fatality of anyone involved in the accident
  • Bodily injury to the employee and/or another person that requires "off-site" medical attention away from the company's designated place of employment/jobsite
  • Any accident in which the driver is cited and there is disabling damage to the vehicle(s) requiring tow-away
  • Any accident in which the driver is cited and "off-site" medical attention is required
  • Vehicular damage in apparent excess of $1000
  • Non-vehicular damage to any company (i.e. tools, materials, etc.) in apparent excess of $750

Do

  • Immediately contact your Mobile Medical Corporation (MMC) Program Coordinator @ 800-985-0200 to report the accident/incident. MMC will assist you in finding a convenient testing facility and will forward necessary documentation (E-Chain / Authorization Form) to ensure a proper collection and that the specimen goes to a certified laboratory for analysis.
  • Know that you can request a urine drug screen, a breath alcohol test or both. The cost of testing is covered under the IMPACT program.
  • Get medical care first, you have up to 32 hours to have a urine drug test collected and up to 8 hours for a breath alcohol test.
  • Realize that you can use an instant test "on-site" but that the specimen must go on for confirmation testing at a SAMHSA certified lab.
  • Know that if you use an instant test and the result is non-negative the member cannot return to work. If the lab confirmation test result is "negative" the member will be reimbursed for lost work time (wages and benefits). Your MMC Program Coordinator will assist you with the reimbursement process. There is a Post Accident Reimbursement form that will need completed.
  • Know that the IMPACT policy requires the use of a SAMHSA- Substance Abuse and Mental Health Services Administration certified laboratory for drug testing. There are on average only forty (40) SAMHSA certified testing laboratories in the United States and Canada. The number changes monthly. These labs are required to meet strict standards in order to conduct drug and specimen validity tests on urine specimens in accordance with Subpart C of the Mandatory Guidelines (69 FR 19644). To maintain certification a lab must participate in quarterly performance testing program plus undergo periodic on-site inspections.
  • Use MMC's "Collection Facility Locator" available on their website to find an approved certified testing site.

Don't

  • Assume that the location you choose for your medical care such as a hospital or urgent care facility is able to provide you with a drug and/or breath alcohol test. Many hospitals may not provide this service. It is best to check with MMC prior to testing.
  • Test for drugs or alcohol after the time restrictions of 32 hours drug and 8 hours breath alcohol. The tests results will not be valid.
  • Assume if a hospital does provide this service that they will send the specimen to a SAMHSA lab. They may analyze in their own lab or send to a non SAMHSA certified laboratory which may not hold up in court.
  • Assume that MMC will know that you have taken someone to test. Report the same day so they can flag the result and report to the company DR as soon as it is available.
